Tzin was brought here after To'iir bought his lot, and contributed to the development of local infrastructure.

Those individuals too deranged to adapt to a peaceable free existence were left in small groups far away from other settled areas with minimal survival equipment and food. If they shaped up, they would probably be able to survive... but would not reach the larger communities for a lifetime.
