The skill to formulate battle plans for individual engagements. Does not cover strategy or operational levels of warfare, simply the immediate tactical concerns. Must be specilized into a specific type of tactics, such as small units or capital ships. Can be used in place of Perception for initiative, if the appropriate specialization is held. Various forms include Capital Ships, Starfighters, Fleets, Terrorist, Counterterrorist, Raiding, Anti-Piracy, Small Units, etc.
