Starting Young
It has been a well established practice of the Jedi to scan new born children to find those that are most in tune with the Force. This has allowed the Order to hand pick the most qualified and to train them from birth to be the ideal Jedi. The Order has been very good at keeping its numbers within acceptable ranges and was able to only pick those it felt contained the most potential.
The recent wars with the Sith and the Hutts significantly reduced the numbers of Jedi. This has brought us to a point where we have a dire need to expand our recruitment policies and try to restore the numbers we once had. On top of the unsustainable losses due to war the recent virus has further depleted the number of trained Jedi working under the Republic.
To succeed in the new role of running the government the Jedi need an even larger pool of personnel then ever before. We must ensure that every child born in the Republic is tested for Force sensitivity and those who qualify are trained as Jedi. Nevertheless, with the known low rate of Force sensitivity in the general population, this may not be sufficient to ensure sufficient numbers. This means we need to look beyond the strict rules that we have followed for what is an acceptable level of Force sensitivity before we start training. By doing this we expand the knowledge of the Order and allow for more people to grasp the potential that they are given.
With the thinning numbers of Jedi to help with the stabilization of the Republic, we need to take action. It is now our explicit duty as Jedi to seek out and find all who could possibly fit into a role in the order and to either directly bring them in for formal training or to notify the council of their existence so that the council may use its discretion on the matter.
