You are from a world with a lower tech level than the galactic mainstream. See chapter 6 for details on the tech levels of the Star Wars universe. You can start only with equipment from your own tech level and you may not start with or learn "mental" skills that require knowledge of higher tech levels until you buy off this disadvantage at 5cp/die. Physical skills may be learned normally but you must have a teacher for the "purchasing" of the skill.
