The Jedi Order has been wary of if not outright opposed to accepting students after they have reached maturity. Students having progressed beyond maturity before entering formal training tend to be less receptive to the teachings then those brought in at a young age. This unfortunately has caused rifts between the Order and Force Sensitives? that were not brought in at a young age.

The re-appearance of the Sith in the galaxy has caused many strains on the order including a severe decrease in the number of Jedi. To allow any Force sensitive to wander the galaxy without offering our aid and teachings risks increasing the ranks of Sith to oppose us. If we are not willing to teach a Force sensitive the ways of the Force as we see it and how to resist the temptations of the Dark Side, then they will not be as prepared to defend against the calling of the Dark Side.

To maintain our current recruitment policies is foolish. We need to be willing to take a risk on many Force sensitives that have previously been turned down for training. Many have their own moral codes that are on par with or stricter than the Jedi Code. These people need to be brought in and treated as part of the order. There will be a need for more intense training and more intense observation, but overall it is in the best interest of the Order to train them in the culture and ethos of the Light Side?. There are many positions to be filled both within the Order and in areas where even minor Force training can do great good. Many of these will not involve high risk of Dark Side temptation. This will allow us to more easily watch and monitor these new recruits untill it is deemed they can handle the missions of a Jedi.

Additionally, the potential for Force sensitives falling is much greater when we turn them away. The Sith do not maintain such strict standards on recruits. If the Sith can use a Force sensitive to further their cause they will. Is it not assisting the Dark Side through Inaction to let the Sith corrupt these people? This is an untapped resource waiting to be utilized. If we do not use it soon, the Sith will.
